Public Foundation “Elge Qaitaru” shares the pain and aspirations of the striking oil workers of the Mangistau region and considers it necessary to find a mutually acceptable compromise solution.
We believe that the roots of the problem lie, perhaps, in the offences committed during the acquisition in 2011 of Joint Stock Company NC “KazMunayGas” 100% participation interest in the authorised capital of “Aktaunefteservice” LLP.
Cooperative KMG PKI UA, a 100% subsidiary of JSC NC KazMunayGas, was the direct buyer of Aktaunefteservice LLP. The value of the transaction amounted to 334 million US dollars.
Aktaunefteservice LLP was a holding-type organisation, which owned 100% stakes in the following legal entities:
– OilServiceCompany LLP (well drilling, well workover and underground repair, chemicalisation of oil production processes, etc., employing about 3,300 people);
– OilConstructionCompany LLP (construction and engineering works, construction of industrial facilities, power lines, roads; installation and dismantling of drilling equipment, about 2,100 employees);
-OilTransportCorporation LLP (technological transport at Mangistaumunaigas fields, cargo delivery and transport of employees, about 2,600 employees);
-Mangistauenergomunai LLP (operation and maintenance of electrical equipment of Mangistaumunaigas, employing about 700 people);
-Munaytelecom LLP (telecommunications in the fields of Mangistaumunaigas, employing about 700 people).
Earlier on the publicly available Internet there was a publication that the real owner of LLP “Aktaunefteservice” and accordingly the ultimate beneficiary of the transaction for the amount of 334 million U.S. dollars is T.A. Kulibayev, former at the time of the transaction chairman of the board of Samruk-Kazyna, which includes JSC NC “KazMunayGas”.

If this information is true, it is a direct corruption offence.
Probably, to hide the traces of this transaction, the management of JSC NC KazMunayGas first organised a “5/50” campaign, which led to a sharp decline in the real incomes of the company’s employees with the deprivation of all measures of social support. This was followed by a reverse privatisation of the divisions of Aktaunefteservice LLP, which had previously been purchased for $334 million. West Oil Software, whose workers have been on strike for more than 70 days, emerged from these actions. Although some striking workers say they have been working there for 30 years, some have had fathers and grandfathers working there.
Even though the statute of limitations on criminal liability has not yet passed, neither JSC NC “KazMunayGas”, nor the law enforcement agencies have reacted to earlier appeals by representatives of civil society regarding the acquisition of Aktaunefteservice LLP.
In connection with the above, the Public Foundation Elge Qaitaru asks you to verify the circumstances of the acquisition by JSC NC KazMunayGas of 100% of the share of participation in the authorised capital of Aktaunefteservice LLP. Take measures to recover 334 million US dollars and direct this amount to solve the problems of striking oil workers of the Mangistau region.
